No hot water. Can you figure this one out?

This past Wednesday morning I took a luke warm shower. The water pressure was fine and continues to be fine but no matter how long I run the hot water it does not get any hotter (I haven't touched the water heater before this). I changed the thermostat. I changed the heating elements. I even went out and bought a whole new water heater and placed it - still the same problem - luke warm water. What am step(s) am I missing? No hot water. Can you figure this one out?Logic would seem to indicate that one of the elements may not be getting energized or there is a voltage problem. A multimeter should be used to determine if proper voltages are present. No hot water. Can you figure this one out?The valve at the water heater is not completely open or it could be the valves at the sinks or tub. You will obviously be checking the valves for the hot water. That would be my guess after all that you've done.No hot water. Can you figure this one out?Your water heater thermostat isn't working properly. Your best bet is have a serviceman check the system with the proper test equipmentNo hot water. Can you figure this one out?are all of your facets the same problem? or just the shower, if just the shower than the valve has a mixer and an equalizing valve that not adjusted properly or deposits in your water lines, r u sure the new hot water heater is hooked up properly the first answer about the valve open all the way sounds like a good place to look, but if its a gate valve and not a ball vave it could be a stem broken on the gate valveNo hot water. Can you figure this one out?is it luke warm everywhere? do you have the correct voltage (electrical problem) did you allow tank to fill before turning on power if not it will instantly ruin element. did you wait long enough. you need to check amperage just remember only one element at a time will be on. is the new one piped in correctly? there is usually an overload that could be tripped. No hot water. Can you figure this one out?Maybe you need a new circuit breaker.

All those steps should guarantee that your hot water system is good to go. Well, what's left?

The power. Check the power coming into the water heater. I bet that instead of 240, you're only getting 120. One leg of your circuit breaker is fried. Replace it and everything should be fine.
